Training, Workforce & Policy Innovation Center

The Harborview Behavioral Health Training, Workforce and Policy Innovation Center (TWP) is dedicated to increasing access to quality training for all mental health and substance use providers in Washington state.

The initial work of the (TWP) started with funding from the 2019 legislative budget. The program’s contract with the Washington State Health Care Authority, defined a shared commitment to advancing behavioral health services across Washington State.

In 2021, TWP received additional funding through the 2021 legislative session (funding includes fiscal years, 2021 – 2023) to continue work that is dedicated to the advancement of behavioral health services and to contribute to a state-wide infrastructure that promotes an increased level of quality through training, workforce development and effective policy.

In addition to public funding, TWP’s current and future work portfolio also includes privately funded support for multiple collaborative trainings, workforce development efforts, and policy-focused projects.
